    Objectives & Functions

    The society shall act as an independent autonomous body to co-ordinate and monitor implementation of Uttarakhand Rural Water Supply and Sanitation Project/Programme . The following are the main objectives of the programme.

    The principal objective of the society is to accomplish Rural Water Supply and Sanitation vision 2020 out lined in the Government order no. 227/29(1)-2020 (01 adm)/2020 dated 24th February, 2020 of Government of Uttarakhand. Specific objectives are as under:

    • Initially to plan and complete Rural Water Supply and Sanitation Programme preparation and later take on responsibility for overall policy formulation and management of the programme.
    • To take full responsibility for institutionalizing decentralized demand responsive approach for Rural Water Supply and Environmental Sanitation in the entire state.
    • To be responsible for providing state wide leadership, collaboration and management of the Rural Water Supply and Sanitation Sector in Uttarakhand.
    • To promote the long-term sustainability of the rural water supply and sanitation sector by providing assistance to Government of Uttarakhand to identify and implement an appropriate policy framework and strategic plan.

    A.Water Supply:

    • To provide functional household tap connection to every household, Schools, Anganwadi centers, G.P. buildings, Health centers, wellness centers and community building (full coverage of rural habitations) in the state with service level at the rate of 55 liters per capita per day (lpcd).
    • To prioritize provision of FHTCs in quality affected areas, village drought prone and desert areas, Sansad Adarsh Gram Yojana (SAGY) villages etc.
    • Address Quality affected habitations on a priority basis.
    • Reliable drinking water source development/ augmentation of existing sources;
    • Transfer of water (multi-village scheme; where quantity & quality issues are there in the local water sources);
    • Technological intervention for treatment to make water potable (where water quality is an issue, but quantity is sufficient);
    • Retrofitting of completed and ongoing piped water supply schemes to provide FHTC and raise the service level;
    • Grey water management;
    • To empower and develop human resource such that the demands of construction, plumbing, electrical, Water Quality management, Water treatment, Catchment protection, O&M etc. are taken care of short and long term.
    • Promote long-term sustainability of drinking water supply sources and systems including provision for Rain Water Harvesting, Ground Water Recharge, Ground Water Management, improved O&M standards and cost recovery.

    B. Sanitation:

    • To sustain the ODF status of villages and to improve the levels of cleanliness in rural areas through Solid and Liquid Waste Management activities, making villages ODF Plus.
    • Address Personal and Household Sanitation, issues including individual cleanliness, water management and safe disposal of domestic liquid and solid wastes.
    • That all households in a village, as well as the Primary Schools, Panchayat Ghar and Anganwadi Centre, have access to a toilet and that continued behaviour change communication is ensured in the village. At least five Information, Education and Communication (IEC) messages on specified themes (mentioned in the subsequent checklist) should be prominently displayed in the village. If the village has more than 100 households, it should have a Community Sanitary Complex (CSC).
    • Effective management of solid waste at households and all public places (including the Primary schools, Panchayat Ghar and Anganwadi centre). This includes the management of bio-degradable waste from cattle and agricultural activities by individual and community compost pits, and of plastic waste by ensuring an adequate segregation and collection system.
    • Effective management of liquid waste at households and all public places (including the Primary schools, Panchayat Ghar and Anganwadi Centre). This includes the management of greywater generated from kitchen use and bathing, and storm water, by channels and/or individual and community soak pits, and of any black water due to overflow from septic tanks
    • A village will be classified as visually clean if 80% of households and all public places are observed to have minimal litter and minimal stagnant water, and that there is no accumulation of plastic waste in the form of a dump in the village
    • To sustain the ODF status of villages by Behaviour Change Communication and Capacity Strengthening at all levels.
    • Usage of 100 % IHHL, including individual cleanliness, water management and safe disposal of domestic liquid and solid wastes.
    • Schools/ Anganwadi Centres (AWC)/ Panchayat Ghar in the village have access to a functional toilet, with separate toilets for male and female.
    • Construction of IHHL for all new households with sanitation facilities, left out in previous phase along with provision of Community Sanitary Complex (CSC) for households with lack of space, floating population etc…
    • To make policy/strategic plan for close coordination & convergence with other Government programme and CSR.
    • Retrofitting of Toilets
    • Under Solid Waste Management promotion of Bio-degradable waste management, GOBAR Dhan, Plastic Waste Management.
    • Faecal Sludge Management will be taken up for those households where retrofitting is not possible.
    • Shall function as a resource organization for bringing about the sectoral reforms in the Rural Water Supply and Sanitation Sector. It shall also act to implement the Jal Jeevan Mission (JJM) and Sawchh Bharat Mission (G) Phase-I & II launched by the Government of India or any other such projects/Programme of Government of India/Government of Uttarakhand.
    • Will be engaged in identifying and implementing an appropriate policy and strategic plan for accomplishing GoUK’s RWSS Objectives. Detailed activities would include:

     

          a. Institution Building:

    • Setting up of state and district level institutions to implement and achieve the stated objectives. Building capacity of these institutions to adopt demand responsive approach and participatory process;
    • Capacity building of Village Panchayats, Village Water Supply and Sanitation Committees (VWSCs), Non-Government organizations (NGOs), Community based organizations (CBOs), Support Organizations (SOs) in the sector, and other line Departments etc.;
    • Promotion of health, sanitation an improved hygiene behavior;

         b. Physical Infrastructure development:

    • Cause construction of new/Augmentation/Rehabilitation/revival of rural water schemes,
    • Cause construction/ emphasizing of Ground water recharge, water conservation and rain water harvesting schemes,
    • Cause construction & encouraging of Sullage Water disposal & stream water drainage systems in the village
    • Cause construction of new/re-modeling of the existing household, Community and Institutional latrines and
    • Promotion of garbage disposal, communities sanitation pits, other sanitary facilities for hygiene development etc., as well as other appropriate environmental management schemes.
    •  Retrofitting of Toilets
    • Under Solid Waste Management promotion of Bio-degradable waste management, GOBAR Dhan, Plastic Waste Management.
    • Under Liquid Waste Management Grey Water Management interventions will be undertaken in consonance with implementation of Jal Jeevan Mission in villages as envisaged in AAP of JJM.
    • Faecal Sludge Management will be taken up for those households where retrofitting is not possible.
